All components for the design-build project of the Lower Granite Dam overflow channel PIT-Tag were custom-made.

Lower Granite Dam Overflow Pit Tag Design Build

Location: Clarkston, Asotin County

General contractor: Northbank Civil and Marine

The design constraints of this project required tight control of materials and standards. Coupled with the design assumptions made during project development, this meant that all components were custom built. This requirement not only added lead time but also made vendor selection difficult as every business started from scratch. Each supplier was only involved in the project after a partnering meeting to explain the requirements and expectations, which resulted in each component fitting as planned with no rework required. The working area of this project was limited to the dam’s overflow deck (45 x 75 feet). During the planning it quickly became apparent that this small area would not accommodate the large amount of permanent materials and construction tools. Northbank equipped a 10 x 50 foot crane crane to both store material and provide lifting capacity. Only objects marked as critical were allowed on the barge or in the work area; all other items were stored off-site and brought in using the just-in-time delivery method when needed. Due to the limited cellular and internet coverage within the Snake River Canyon, communication with the shipping departments of each delivery company took place at certain times of the day so that managers could avoid overcrowding and delivery delays. The area around the antennas must not have any metallic objects within the scanning area. This included concrete, rebar, anchors, and any other items that could possibly be poured into the concrete. A foreign body registration form was used to ensure that no object was misplaced in the antenna zone. While concrete mixes are not new, the fact that they were non-metallic and had to exceed 5,000 psi strength after 90 days had to be placed on a 1: 1 slope and stacked an hour and 25 minutes away completely changed the normal of concrete understanding . With the help of local experts, the Northbank concrete finishing team proved that this innovative mixing concept would work.
